Resuming a stopped/interrupted scan is taking too long

The issue I am facing is on the note of resuming scans. Once a stopped/interrupted scan is resumed it remains in requested/queue state for very long ( have seen approx. 1 hour time here) and then it starts to run actually.

Not sure why this happens nor have found any threads around this issue in community. Hence request to help if anyone is aware on any solution or tweaking for same to have it run normally and let us know why it takes around 1 hour or more time to start a scan in resume mode.
