Why is Port scanner disabled by default on the default Scan Configs for Debian/Ubuntu distros?

Environment

Ubuntu 20.04

Hello everyone. I have a question as to why is the scan config “Full and fast” has “Port scanner” disabled by default. Previously when I would do my scans, I would received “0.0 (Log)” when my scan finished which confused me. After sifting through the web, I found another user of Debian/Ubuntu had their Scan Configs showing “Port scanner” like so:

I had to make a clone to edit the Scan Config and presto, it scanned! And, another question to be thrown in here is how would one either create/copy a pre-existing Scan Config to make modifications? I would appreciate any documentation to do this.
